This is the front wheel axle for Triumph 650 twins from the early 1960s, the spindle that the front hub spins on and that clamps into the fork ends. In the parts book it's listed under 37-1239, and you'll also see it turn up as W1239 on older invoices and cross-reference sheets - same part, just the earlier letter-prefix numbering.

The front axle takes the load of the whole front end, so it's worth checking closely against what's currently in your forks before you swap one in - length and shoulder details on these old spindles were not universal across every year.
