This is the bearing sleeve for the quickly-detachable rear wheel setup, part number 37-1039, also listed under the older W1039 designation. It shows up in the parts book under the QD rear wheel figure, where it works alongside the hub bearings and spindle to keep everything running true when the wheel is pulled for a puncture repair or tire swap.

The sleeve's job is to sit between the bearing and the axle, giving the bearing a proper seat to ride on inside the hub. On the quickly-detachable rear end this matters because the wheel comes in and out of the frame more often than a standard fixed hub, so having the right sleeve in place keeps the bearing from spinning on the spindle or wearing unevenly.
