This is a throttle cable junction box, also called a cable splitter, used where a single throttle cable from the twistgrip splits into two cables going to each carburetor on a twin-carb setup. The 244/104B is the 2:1 long version, meaning one cable comes in and two go out, with the longer body length among the versions Amal offered.

You'll find these on twin-carb Triumph, Norton, and BSA twins, and the catalog notes it turns up on other British and Japanese twins with dual carbs as well. It's a purely mechanical piece with no electrical or hydraulic function - it just splits and balances cable pull between the two carbs.
