The barb is what the float's connecting hardware locates onto inside the float chamber, part of keeping the float assembly seated and working correctly as fuel level changes. It's a simple component, but if it's missing, worn, or broken, the float can sit wrong or come loose inside the chamber, which throws off fuel level and carburetion.
