This is the fork stem sleeve nut, part number 97-1141, used on the telescopic front fork assembly. It shows up in the fork figures for the 6T, and for the 3TA and 5TA, as well as the 6T and T110 fork drawings, which tells you it was a common piece across those front end setups during the early '60s catalog years.

The sleeve nut sits at the top of the fork stem, part of the steering head/fork stem arrangement that lets the forks pivot in the frame. It's a small, easy-to-overlook part, but if it's worn, cross-threaded, or missing, you'll feel it in the steering.
