This is the small aluminum washer that sits down inside the front fork leg, under the restrictor cone on the damper rod assembly, sealed by the restrictor bolt. It's a sealing washer, not a structural part, but it's the thing standing between your fork oil and the outside world at that joint.

Aluminum washers like this one are meant to be replaced whenever the joint is disturbed. They deform slightly to seal on first tightening, and reusing an old one is a common source of a fork that seeps oil after a rebuild even though everything else was done right. Given what it costs, there is no reason to skip it if you have the fork apart.
It shows up across a long run of parts-book listings for telescopic front forks on the unit-twin frames, and it's also listed under the older H1062 number if you're working from an earlier parts book. It is a low-cost item to keep a few of on the shelf for whenever you're in there.
