This is a twinseat cover, the outer skin that goes over the seat pan and foam to give the dual seat its shape and finish. It shows up in the parts book under the GAS TANK AND TWINSEAT figure, so it's the cover portion of the seat assembly rather than the pan or foam underneath.

Catalog records show this number in use for 1974, and it was later superseded by 83-7066, so if you're working from a parts book or an old invoice with 83-4789 on it, know that the replacement part now goes out under that newer number.
