This is the pillion footrest support bracket, Triumph part number 82-9133, also listed under the older F9133 number. It shows up in the parts book under Footrests and Brake Linkage, where it carries the passenger footrest off the frame.

It's a mounting bracket, plain and simple: the piece that lets the pillion peg attach solidly to the frame rail rather than just hanging off a bolt. Catalog appearances run from 1968 to 1970, so if you're working on a bike from that window this is worth checking against what's currently on there, especially if a previous owner swapped in something aftermarket.
