This is Caswell tank sealer in the black formula, sold to coat the inside of a fuel tank and seal up pinholes, rust, and old repairs so the tank holds fuel without leaking or feeding rust flakes into your carbs. It's a two-part epoxy-style sealer, applied by pouring it into a cleaned and prepped tank and rotating it around to coat every interior surface.
