This is a .3115 valve guide reamer made from high speed steel, meant for sizing valve guides on bikes running either bronze or iron guides. It's a tool, not a bike part - the kind of thing you keep in the shop drawer for cutting a guide back to spec after it's been pressed in, or for cleaning one up before fitting new valves.
