This is a Doherty-style control lever sized for 1 inch handlebars, built with an adjuster built into the lever body. Doherty levers were a common fitment on British bikes of this era for clutch and brake control at the bar, and the built-in adjuster lets you take up cable slack without going to a separate inline adjuster.
