This is a chrome handlebar built to the UK low bend shape used on the T140-era Bonneville, made by EMGO as a replacement piece rather than a factory-stamped original. Catalog notes list it with a 2 inch rise and 6 inch pull back, which is the low, swept bend a lot of owners associate with the later unit-750 twins rather than the taller US-style bars sold alongside them.
