This is the rubber grommet that seals where the wiring harness passes through the frame neck on OIF (oil-in-frame) Triumph twins, right at the headlight shell area. It keeps the harness from chafing against bare metal as it threads through, and it fills the hole so you're not left with an open gap letting water and road grime at the wiring inside.

It shows up across a wide run of headlamp and wiring harness figures in the parts books, including the T90/T100SS and TR6R/T120R listings, which tells you this is a part Triumph used broadly through the OIF era rather than something specific to one model. The older alias number 43-99770 is the same physical grommet if you're working from an earlier parts book.
Rubber parts like this harden and crack with age, so if the one on your bike is original it's probably due. Cheap to keep a spare of when you're already got the headlight shell open for other work.
