Oil tank vent pipe - to rocker box
Rubber vent pipe running from the oil tank up to the rocker box, letting the oil tank breathe.
This is the vent pipe that runs off the oil tank up to the rocker box, part number 83-7154. It shows up in the parts book under the motor unit fitting and footrests figure, which tells you it's routed through that general area of the frame rather than being some standalone hose tucked away out of sight.

The job of this pipe is simple: it lets the oil tank breathe. As oil moves in and out of the tank and the engine cycles through its return stroke, air has to have somewhere to go, and this line vents it up to the rocker box area instead of letting pressure build in the tank. It's a rubber or synthetic line, not a metal pipe, so it's worth a look any time you're doing a general going-over of the top end or the oil system - these get brittle and cracked with age same as any other rubber hose on the bike.
