This is the centre distance tube for a four-gallon fuel tank's mounting setup, part number 83-3834. It's the spacer that sits inside the tank's centre fixing point, keeping the mounting bracket and hardware set at the correct spacing when the bolt or stud is drawn up tight, so the tank isn't crushed or left loose at that point.
