It's a simple, unglamorous piece, but it does real work: spreading clamping load from the spindle nut evenly across the fork end or wheel hub face so the nut torques up properly and stays put. The catalog carries this under 83-2266, with F12266 as the older-style number for the same washer.
Given how many different assemblies call for it, it's not a bad idea to keep a couple on hand when you're doing wheel or swinging arm work, since they're easy to lose track of or mangle when pulling a spindle apart.
