This is the lock tab washer used on the centerstand bolt, part number 83-1270, also known under its older code F11270. It's a small piece of hardware, but it does an important job: it keeps the plain nut on the centerstand bolt from working loose. The catalog notes this version is for the late-1969-on stepped shank bolt, and that the early non-stepped bolt setup uses 82-4484 instead, so it's worth checking which bolt is on the bike before ordering.

The way it works is straightforward. The washer locates on a machined flat of the centerstand bolt so it can't spin once it's in place. One tab bends over a lug on the centerstand itself, and the other bends over a flat on the nut, locking the whole assembly together. Once both tabs are bent over, the nut has nowhere to go.
This one shows up in the frame section of the parts books and appears to cover the centerstand mounting on the unit-construction twins and triples of that era. If you're pulling the centerstand for any reason, this is a cheap piece worth replacing rather than reusing a bent-up old tab washer.
