This is a small spacer used in the mounting hardware for the ignition coils, and it also shows up under the same part number in the fittings around the speedo mount. The catalog listing calls it out plainly as a spacer for the speedo/coil mount, and it appears across figures covering the timing cover, contact breaker and coils, the ignition coils/horn/rectifier/zener diode grouping, and the AC magneto ignition coil and wiring harness setup.
