The 82-4327 is the pillion footrest, the peg your passenger's feet land on when they climb aboard. It shows up in the parts-book figures covering footrests, chainguard, propstand and the toolkit/frame lock/pillion footrest section, so it mounts off the frame rather than the engine, and it's part of the passenger accommodation setup rather than the rider's own footpegs.
