This is the fiber washer that seats under the petrol tap (the fuel tap/petcock) on the tank, PN 82-1511, also shown in older parts books under 70-0697 or the letter-prefix F1511. It shows up across the Petrol Tank figures in the catalog, so it's a tank-mounted fitting rather than anything inside the carb or the lines.

A fiber washer like this sits between the tap body and the tank boss (or between the tap and the fitting it threads into) to help the joint seal against fuel weeping out. It's a soft-material gasket washer, so it's meant to be a wear item you swap out rather than reuse once it's been compressed and removed.
Given how cheap it is to keep one on the shelf, it's worth having a spare or two around any time you're pulling the tap for cleaning or replacement, since fiber washers rarely go back together as well the second time.
