This is a spacer that sits behind the tail lamp support on the rear mudguard assembly. The catalog lists it under Fig. 17, Mudguards, which places it back where the taillight bracket mounts to the fender.

It's a small piece, but the kind of thing that's easy to lose track of when a mudguard comes apart for paint or repair. The catalog record only shows it appearing once, for the 1969 model year, so we don't have a broader fitment history on this one.
