This is the oil filler cap with attached dipstick for the oil-in-frame Triumph twins, part number 71-3463. On these bikes the frame's front downtube doubles as the oil tank, and this cap threads into the top of it, sealing the tank and letting you check the level with the dipstick built into the cap itself.
