This is the exhaust rocker lever, drive side, part number 71-1290, also known under the older E11290 designation. It's a cylinder head component that lives in the rocker box, part of the valve gear that operates the exhaust valve. The rocker lever pivots on its shaft and transfers motion from the pushrod to the valve, so it takes wear at both the pushrod cup end and the valve tip end over time.
