Return spring for the manifold throttle linkage, part number 70-9880 (E9880).
This is the return spring off the throttle linkage on the manifold, part number 70-9880 (also listed under the old E9880 legacy number). It shows up in the manifold and throttle linkage section of the parts books, and its job is to pull the throttle linkage back to the closed position when you let off the twist grip.

It's a small part, but if it's stretched, weak, or missing, the throttle can hang up or not return cleanly, which is not something you want on a running motor. Catalog listings put this on machines from 1969 through 1972, so check your linkage setup against what the parts book shows before ordering.
