Joint washer, insulating block
Joint washer that seals the insulating block to the inlet manifold on the intake tract.
This is the joint washer that seats under the insulating block on the inlet manifold. It's the gasket that separates the carb-side insulating block from the manifold face, and its job is to keep that joint sealed so you don't pick up an air leak at the intake.

It shows up in the catalog under the INLET MANIFOLDS listing, and the older parts book number for it is E8771 if that's what's printed in your reference. It's a small, cheap-to-overlook part, but a torn or crushed one here is a common source of a lean-running, hard-to-diagnose air leak right at the manifold joint.
