70-8103 is a crankcase gasket, listed under the older E8103 form in the parts book. It shows up once in our records, tied to the CRANKCASE figure for 1968, which tells us it seals somewhere in the crankcase joint but not much beyond that.

Gasket sets like this one keep the crankcase halves sealed against oil seepage at the mating faces.
