70-7680 is a pillar bolt that lives in the timing cover area, holding the contact breaker points plate in place. The older parts books list this same piece as E7680, which you'll see if you're working from a pre-1970s reference or a bike whose parts book still uses the legacy prefix.

This is a small but important bit of hardware in the ignition timing setup - it's what keeps the points plate anchored so your timing stays where you set it. It shows up across catalog listings from the late '60s into 1980, spanning both the timing cover/contact breaker figure and the carburetor figure for TR7RV listings, so it's a part that gets called out more than once depending on which figure you're pulling from.
