70-4889 is a sleeve nut used on the exhaust pipe mounting hardware for the high-pipe setup on TR6C models. It shows up in the parts book under the figure for exhaust pipes and mufflers, both the general listing and the U.S.A. version, which lines up with TR6C's off-road high-level pipe arrangement. The older stock number for this same part is E4889, so if you're working from an early parts book that's the number you'll see instead of 70-4889.
