This is a crankcase stud, 5-1/16 inch overall length, part number 70-4856 (also carries the older E4856 designation in earlier parts books). It shows up in the crankcase figure of the parts catalog, where studs like this hold the crankcase halves and related covers together at the bottom of the engine.

Studs this length are usually a lower case fitting - long enough to pass through the joint and pick up a nut on the far side, giving a clamping point that a bolt alone wouldn't reach as cleanly. The catalog shows this one appearing across a run of engines from the mid-60s into 1970, so it's a long-running crankcase fastener rather than a one-year part.

If you're replacing case studs, it's worth checking thread condition in the case itself before ordering - a stripped or damaged hole will need attention regardless of how good the new stud is. Call the shop if you're not sure which stud position you're after; crankcases use several different lengths and getting the wrong one in the wrong hole causes headaches down the line.
