The caps over the rocker boxes let you check valve clearances without pulling the whole cover, and this clip is what keeps that cap seated so it doesn't rattle loose or leak oil around the edge. It's a simple, easy-to-lose part - plenty of engines that come through the shop are missing one or more of these.
Given how cheap and common it is for these to go missing over the years, it's worth checking all your rocker caps are actually held down by clips like this one rather than just resting in place.
