This is the chain oiler jet, catalog number 70-3885, sometimes still marked under its older code E3885. It shows up in the crankcase section of the parts books, where it works with the engine's oil feed to meter a controlled trickle of oil out to the primary or rear chain, depending on how the oiling circuit is plumbed on a given machine.
