70-3828 is the exhaust valve guide, part of the cylinder head assembly on the top end of the engine. The guide sits in the head and locates the exhaust valve stem, keeping it running true as it moves up and down. It's also known under its earlier E3828 number, which is what you'll find if you're working from an older parts book.
