70-3748 is a rocker spindle for the cylinder head on the small-bore unit twins — shows up across the cylinder block and head figures for the 3TA, T90, and T100 family (T100S, T100C, T100R, T100T). It's the shaft the rocker arm pivots on inside the rocker box, so it takes wear every time a valve opens and closes.

Over time the spindle and the rocker arm bore it rides in wear together, and a tired spindle shows up as valve clatter or looseness you can feel with the box open. If you're doing a top end rebuild on one of these heads, it's worth pulling the spindle and having a look rather than assuming it's fine because the engine still runs.
Catalog records list it as E3748 under the older prefix system, same physical part as 70-3748. It appears in cylinder head figures spanning the mid-to-late 1960s into the early '70s for this engine family.
