This is a .010 oversize timing-side bush for the BSA A65 crankshaft, listed in the catalog under 68-0647 (also shown as 68-647 or the older B319C form). It shows up in the crankshaft and crankshaft/pistons figures, which puts it right in the bottom end where the timing-side of the crank runs in the case.

The .010 designation means this is an oversize bush, used when the standard bore has worn and needs to be brought back to a serviceable dimension.
