This is the timing cover gasket for early BSA A65 twins (and it shares application with the A50 as well). It seats between the engine cases and the inner timing cover, sealing that joint so oil stays where it belongs instead of weeping out around the timing gear area.

The catalog identifies this as the early version, without dowel locating holes, so it's worth checking your cover against what you're ordering before you commit — BSA changed this gasket's design partway through the A50/A65 production run, and the later cover uses a different gasket. This one is a straightforward flat gasket, not a kit, so budget for whatever else you're disturbing on that side of the engine while you have it apart.
