This is a valve cotter listed in our records under BSA twin and 250 applications, not Triumph despite how it's filed in our system. Valve cotters (also called valve keepers) are the small split collets that lock onto the valve stem groove and hold the valve spring retainer in place under spring pressure, so the valve stays seated properly in the head.
