This is a fibre washer that seals the filler cap on the oil tank, catalog number 67-0042 (also shown as 67-42 in older records). It's a simple sealing washer meant to sit between the cap and the tank opening to keep oil from seeping out around the threads.

It's a small, easy-to-overlook item, but a worn or hardened fibre washer here is a common reason for oil seeping around the filler cap. Worth checking if you're chasing a weep at the top of the tank.
