This is the centre bolt for the battery carrier, the long fastener that runs down through the carrier tray and holds the battery in place on the frame. It's a 3/8 inch British Standard Cycle thread, 3 inches long, so it's sized to reach through the carrier assembly and take up with a nut on the far side.

Our catalog record places it under the FRAME section, appearing in listings from 1969 to 1970. It's a simple mounting bolt rather than anything exotic, but the BSC thread means it won't interchange with a standard UNF or UNC bolt of similar size, so hang onto the original if you're pulling one out for reference.
