Rubber grommet for mounting a flasher unit through a fender, large outside-diameter version.

This is the grommet that seats a turn signal (flasher) stem where it passes through the fender, the large-OD version. It's a simple rubber piece that lines the hole in the fender so the flasher mount isn't sitting against bare metal, cushioning it and helping keep water out of the mounting point.
