This is the small flat washer that goes under the mounting screw for the front reflector, part number 60-2391, which replaced the older factory number 00-0039. It shows up across a wide run of catalog years and appears in a mix of figures — everything from mudguard and fender listings to electrical and panel sections — because reflectors and their fasteners get mounted in more than one spot depending on the model and year.

It's a plain washer, sized for a 2BA screw, doing the ordinary job any flat washer does: spreading the load under the screw head or nut so it doesn't chew into the mudguard or bracket it's clamped against.
