This is the double-ended box spanner that came in the toolkit, sized 1/2 in. A.F. on one end and 9/16 in. A.F. on the other. It's a basic hand tool, not a bike component, but it shows up in the toolkit listings alongside the pillion footrest hardware because that's how the parts books grouped the roll-up kit contents.

The older reference for this one is D1909, so if you're working from an earlier parts book and see that number, it's the same tool. Catalog listings for it run from 1969 into 1974.
