This is a rubber bush used in the battery carrier mounting on the frame. It shows up in the catalog under the frame and battery carrier figure as well as the oil tank, sidecovers, and silencer figure, which tells us it sits where the battery tray attaches to the frame, cushioning that mount against vibration.
