This is the distance piece for the front wheel torque stay setup, catalogued under 37-2338, with the earlier factory number 71-2597 for the same part. It's a small spacer that fits over the torque stay stud on the rocker box, taking up the gap between the frame stay and the mounting point so the stay sits correctly without binding.

There's one of these per side on the torque stay assembly, so you'll want a pair on hand when you're servicing that mount. The catalog places it in the front wheel figure across the 1971-1972 span of appearances, though the torque stay itself lives up at the rocker box, not down at the wheel.

It's a cheap little part to overlook, but a missing or crushed distance piece here can leave the torque stay stud loose or the stay misaligned, so worth checking when you have the top end apart.
