The 37-2335 is a brake anchor strap for the rear wheel, part of the drum brake setup on the back end of the bike. This piece ties the brake backplate to the frame or fork end so the plate can't rotate with the drum when the brake is applied - without it the whole backplate would just spin along with the wheel instead of staying put to do its job.
