This is the bearing sleeve used in the quickly-detachable rear wheel setup, part number 37-1614, also listed under the older W1614 designation. It shows up in the parts books for the QD rear wheel arrangement, both the U.S.A. version and the non-U.S.A. version, across catalog entries running 1965 to 1969.
