The 37-1170 is the outer distance piece from the quickly-detachable rear wheel setup on Triumphs of this era. It's a spacer that sits on the wheel spindle, taking up the gap between the hub and the fork end so the wheel sits correctly and spins true when the QD wheel is refitted after being pulled for a puncture on the road.
