BSA Tyre lever
A tyre lever from the standard toolkit, used for removing and refitting tyres.
This is a tyre lever, the kind that lived in the toolkit under the seat or in the toolbox for getting a tyre off the rim and back on again when you had a flat or needed a tube out. It shows up in the toolkit listings across catalog appearances from 1969 into 1970, so it was part of the standard kit issued with the machine rather than something bolted onto the bike itself.
