This is a bolt used to attach the rear mudguard bracket to the guard itself. It's a 5/16 inch British Standard Cycle thread, 23/32 inch long, and it turns up across several mudguard and rear carrier drawings in the parts books - so it's doing small but important work holding the rear guard and its bracketry together.
