Speedometer light lead
A lead wire that feeds power to the speedometer's illumination bulb.

This is a speedometer light lead, the wiring that carries current out to the small bulb that lights up the speedo face at night. It shows up twice in the electrical equipment plates for 1969, so it's part of the standard wiring harness setup for that model year rather than a one-off accessory item.
