BSA Lever, exhaust valve lifter
The exhaust valve lifter lever from the handlebar control cluster, used to decompress the engine.
18/871 is the exhaust valve lifter lever, the little handlebar-mounted lever that lets you decompress the engine by holding the exhaust valve open. It shows up in the parts book alongside the petrol tank, twinseat, and controls, so it's part of the control cluster up top rather than anything down in the engine itself.

Riders use this lever mostly for easing the kickstart over on a compression stroke, or for stopping the engine quickly without touching the ignition. It's a simple mechanical lever, cable-operated, and it takes a fair amount of use over the years so the pivot and cable attachment points are worth a look if yours feels sloppy.
